A meeting of the Board of Trustees of
the Village of Trenton, NE, was convened in open and public session, Tuesday, August
23, 2016 at 7:00 p.m. at the Village Office. Present: Chairman Rundel,
Trustees Frakes, McArthur, Neely, and Poppert, Clerk McKain, Deputy Clerk Rife,
Superintendent Vrbas, David Blau, Ron Doggett, Curtis Kayton, and Paisley
Poppert. Availability of the agenda was communicated in advance notice and in
the notice sent to the Chairman and Trustees of the meeting. All proceedings
hereafter shown were taken while the meeting was open to the public.
Roll Call was taken at 7:05 pm and
quorum was verified.

made by Frakes and second by Neely to approve agenda. Ayes: Frakes, McArthur,
Neely, Poppert, and Rundel. Nays: None. Motion carried.

made by Neely and second by McArthur to approve the August 9, 2016 meeting
minutes. Ayes: Frakes, McArthur, Neely, and Rundel. Nays: None. Abstain: Poppert.

Reports

Vrbas provided the board an update on the water leak at the 200 block of West
B.
Unfinished
Business: Proposals
for wholesale electricity from Municipal Energy Agency of Nebraska (MEAN) and
Southwest Public Power District (SWPPD) were reviewed and discussed. A lengthy
discussion was made with questions and explanations. Motion made by Frakes and
second by Poppert to accept proposal from MEAN for wholesale electricity and
enter into a contract. Ayes: Frakes, McArthur, Poppert, and Rundel. Nays: Neely.
Motion carried.
David
Blau provided an update on the water main project and discussed the bid
proposal process once the resolution was approved.

made by Neely and second by McArthur to approve Resolution 2016-08-03 to authorize
the Department of Environmental (DEQ) Loan for the water main project. Ayes:
Frakes, McArthur, Neely, Poppert and Rundel. Nays: None. Motion carried.
Trustee McArthur introduced Ordinance
No. 793. After the reading of the ordinance. Trustee Neely made a motion which
was seconded by Trustee McArthur to suspend the statutory reading of the
ordinance on three separate days. Ayes: Frakes, McArthur, Neely, Poppert, and
Rundel. Nays: None. Motion carried. Motion by Frakes with second by Poppert
to pass and adopt Ordinance No. 793 on final reading. Ayes: Frakes, McArthur,
Neely, Poppert, and Rundel. Nays: None. Motion carried. A true copy follows:

membership into the Nebraska Municipal Power Pool. Ayes: Frakes, McArthur,
