A meeting of the Board of Trustees of
the Village of Trenton, NE, was convened in open and public session, Friday, July
29, 2016 at 6:00p.m. at the Village Office. Present: Chairman Rundel,
Trustees Frakes, McArthur, Neely and Poppert (arrived at 6:20pm), Clerk McKain,
Deputy Clerk Rife, Larry Evans, Michael Hoback of Almquist, Maltzahn, Galloway &
Luth, P.C., Danielle McCauley, Jo McCauley and Zita Rundel. Availability of the agenda was
communicated in advance notice and in the notice sent to the Chairman and
Trustees of the meeting. All proceedings hereafter shown were taken while the
meeting was open to the public.
Roll Call was taken at 6:08pm and
quorum was verified.
Chairman made “Open Meeting Act”
announcement.
Citizen Forum: Jo McCauley presented information for
a duck race to be held at the municipal pool on Sunday, August 7, 2016 during
the morning before the pool opens for business. The duck race is a fund raiser
for the cheerleaders. Motion made by Neely and second by McArthur to approve
the use of the municipal pool for the duck race fundraiser. Ayes: Frakes,
McArthur, Neely and Rundel. Nays: None. Absent: Poppert. Motion carried.
Motion made by Neely and second by McArthur
to approve agenda. Ayes: Frakes, McArthur, Neely and Rundel. Nays: None.
Absent: Poppert. Motion carried.
Agenda item was revisited after
Poppert arrived. Motion made by Poppert and second by Frakes to approve the
June 9, 2016 meeting minutes. Ayes: Frakes, Poppert and Rundel. Nays: None.
Abstain: Neely and Poppert. Motion carried.
Motion made by Neely and second by Frakes
to approve the July 12, 2016 meeting minutes. Ayes: Frakes, Neely and Rundel.
Nays: None. Abstain: McArthur. Absent: Poppert. Motion carried.
No reports from the treasurer or
officers were given.
Unfinished Business: Rundel provided an update on the
water main project. Plans have been reviewed and may be ready for the bidding
process by the end of August. A second review of the budget was discussed with
Michael Hoback. The contract from Nebraska Municipal Power Pool (NMPP) was
reviewed and discussed. Motion made by Neely and second by Poppert to approve
the purchase of software from Nebraska Municipal Power Pool known as Power
Manager. Ayes: Frakes, McArthur, Neely, Poppert and Rundel. Nays: None.
Motion carried. Motion made by Poppert and second by Frakes to enter into
executive session for the purpose of discussing evaluations of job performance
of a person when necessary to prevent needless injury to the reputation of a
person and if such person has not requested a public meeting at 7:18pm. Ayes:
Frakes, McArthur, Neely, Poppert and Rundel. Nays: None. Motion carried.
Motion made by Neely and second by Frakes to exit the executive session at
7:47pm. Ayes: Frakes, McArthur, Neely, Poppert and Rundel. Nays: None. Motion
carried. Motion made by Neely and second by Poppert to increase the following
wages: Clerk/Treasurer to $22.48 per hour, Utility Superintendent to $21.90 per
hour, Maintenance person to $15.69 per hour, trash/mowing person to $10.93 per
hour effective August 8, 2016. The deputy clerk wages will be evaluated in
September. Ayes: McArthur, Neely, Poppert and Rundel. Nays: None. Abstain: Frakes.
Motion carried.
Ordinance or Resolution: None.
New Business: Information was provided on “Community
Day Bonus” from Nebraska Lottery. Motion made by Neely and second by McArthur
to approve August 6, 2016 as “Community Bonus Day” for Keno at Franks. Ayes:
Frakes, McArthur, Neely, Poppert and Rundel. Nays: None. Motion carried. An
engineering proposal for an electrical system evaluation from RVW, Inc. was
discussed. At this time the board did not take any action. A meter for the
substation was discussed.

by McArthur and second by Frakes to adjourn meeting at 8:25pm. Ayes: Frakes, McArthur,
Neely, Poppert and Rundel. Nays: None. Motion carried.
