SPECIAL MEETING

 

A special meeting of the Board of Trustees of the Village of Trenton, NE, was convened in open and public session, Wednesday, March 23, 2016 at 6:30p.m. at the Village Office.  Present:  Chairman Rundel, Vice-Chairman Frakes, Trustees McArthur, Neely, and Poppert, Clerk McKain, Superintendent Vrbas, David Blau of Miller & Associates, Larry Evans, Terry Galloway of Almquist, Maltzahn, Galloway, & Luth joined at 7:05pm via telephone conference, Kayla Hodges, and Phil McDonald.  Availability of the agenda was communicated in advance notice and in the notice sent to the Chairman and Trustees of the meeting. All proceedings hereafter shown were taken while the meeting was open to the public.

 

Roll Call was taken at 6:30pm and quorum was verified.

 

Citizen Forum:  None

 

Motion made by Frakes and second by McArthur to approve agenda. Ayes: Frakes, McArthur, Neely, Poppert, and Rundel.  Nays: None.  Motion carried.

 

Motion made by McArthur and second by Neely to approve the March 8, 2016 meeting minutes.  Ayes: Frakes, McArthur, Neely, Poppert, and Rundel.  Nays: None.  Motion carried.

 

Utility Superintendent Reports: None

 

Animal Control: None.

 

Village Office:  None.

 

Library: None.

 

Planning Commission: None.

 

El Dorado Board: None.

 

Tree Board: None.

 

Board of Health: None.

 

Unfinished Business:  David Blau of Miller and Associates in McCook presented information on a preliminary construction schedule, the contract for engineering services, and the pre-application for Nebraska Department of Environmental Quality (NDEQ)/ Drinking Water State Revolving Fund (DWSRF) to begin the water main project for Main Street and East 1st Street.  Discussion was made on the contract and the pre-application for NDWQ/DWSRF.   Motion made by Neely and second by Frakes to approve the Agreement for Professional Services with Miller and Associates. Ayes: Frakes, McArthur, Neely, Poppert, and Rundel.  Nays: None.  Motion carried.  Motion made by Frakes and second by Neely to approve the Pre-application for funding to NDEQ/DWSRF. Ayes: Frakes, McArthur, Neely, Poppert, and Rundel.  Nays: None.  Motion carried.

 

 

Ordinance and/or Resolution:  None.

 

New Business: K. Hodges presented information from the Hitchcock County Summer Ball Association concerning equipment needed for the program.  K. Hodges provided a list of the equipment.  Rundel stated the list was approximately $500.  Motion made by McArthur and second by Poppert to approve an expenditure of Keno Funds for $500 for Hitchcock County Summer Ball Association. Ayes: Frakes, McArthur, Neely, Poppert, and Rundel.  Nays: None.  Motion carried.  After further review of the listing, items were not presented with total figures; therefore, the funds needed were $1,200.  Motion made by Poppert and second by McArthur to approve an expenditure of Keno Funds for $1,200. for Hitchcock County Summer Ball Association. Ayes: Frakes, McArthur, Neely, Poppert, and Rundel.  Nays: None.  Motion carried.  Terry Galloway of Almquist, Maltzahn, Galloway, & Luth joined at 7:05pm via telephone conference.  Galloway provided an overview of the audit conducted in November, 2015.  Galloway pointed out that two enterprise funds were not performing.  The Water and Solid waste funds were operating in the red and he suggested rate increases.  Discussion was made on overdue accounts with a suggestion to increase collection activity.  Galloway stated that the village has less tax levy than other communities of similar size.  Overall the Village is operating at a good level.  Clarification of transactions between the Trenton Public Library and the Friends of the Library were discussed.  The transactions should be separate and not considered donations to make purchases for the Friends of the Library.  Discussion was made to appoint an Animal Control Director.  Motion made by Neely and second by McArthur to appoint the Chairman of the Board of Trustees as the Animal Control Director. Ayes: Frakes, McArthur, Neely, Poppert, and Rundel.  Nays: None.  Motion carried.

With no further business, motion made by Neely and second by McArthur to adjourn meeting at 7:40pm.  Ayes: Frakes, McArthur, Neely, Poppert and Rundel. Nays: None.  Motion carried.
