REGULAR MEETING

 

A meeting of the Board of Trustees of the Village of Trenton, NE, was convened in open and public session, Tuesday, February 12, 2013 at 6:30p.m. at the Village Office.  Present: Chairman Rundel, Trustees Frakes, McArthur, and Poppert, Deputy Clerk McKain, Utility Superintendent Vrbas, and Aaron Leggott.  Trustee Neely was absent.  Trustee Neely notified the Deputy Clerk in advance of his absence from meeting.  Availability of the agenda was communicated in advance notice and in the notice sent to the Chairman and Trustees of the meeting.  All proceedings hereafter shown were taken while the meeting was open to the public.

 

Chairman made “Open Meeting Act” announcement.

 

Roll Call was taken and quorum was verified.

 

There was no one in attendance for citizen forum.

 

Motion by McArthur with second by Frakes to approve agenda. Ayes: Frakes, Rundel, McArthur, and Poppert.  Nays: None.  Absent: Neely.  Motion carried.

 

Motion made by Frakes with second by McArthur to approve minutes of the January 8, 2013 meeting. Ayes: Frakes, Rundel, and McArthur.  Nays: None.  Abstain: Poppert due to non-attendance of the meeting.  Absent: Neely.  Motion carried.

 

Motion made by Poppert with second by Frakes to approve minutes of the January 21, 2013 special meeting.  Ayes: Frakes, Rundel, and Poppert.  Nays: None.  Abstain: McArthur due to non-attendance of the meeting.  Absent: Neely.  Motion carried.

 

Motion made by McArthur and seconded by Frakes to approve treasurer’s report.  Ayes: Frakes, Rundel, McArthur, and Poppert.  Nays: None.  Absent: Neely.  Motion carried.

 

Utility Superintendent Reports: Electric Department: Whistle still not working.  KC Motor and Electric scheduled to repair.  Park Department: Merry-go-round repaired and working well.  Mowers may need to be replaced this coming season.  Sand Volleyball area will be taken out and replaced with grass this spring.  Sewer Department: Contractor for new system scheduled for a meeting on Friday.  Street Department: Nothing new to report.  Trash Department: Several inquiries about rural trash service due to discontinuance of a provider.  Jared will contact rural customers to see if we can set up service.  One dumpster had a fire due to ashes and will need to be replaced.  Water Department: One water meter not working correctly and will be replaced.  Water charges were made due to billing error.  Motion made by Poppert with second by Frakes to approve credit to account due to billing error.  Ayes: Frakes, Rundel, McArthur and Poppert.  Nays: None.  Absent: Neely.  Motion carried.

 

Animal Control: 113 dogs and 19 cats have been licensed to date.  Will be working on updating database and sending out warnings to persons who have not licensed. 

 

Village Office:  No utility deposit will be refunded.  One account has been discharged in a bankruptcy.  Motion made by McArthur with second by Poppert to write-off $608.21 due to bankruptcy discharge.  Ayes: Frakes, Rundel, McArthur and Poppert.  Nays: None.  Absent: Neely.  Motion carried.  Tree branch site and clean-up day personnel will be scheduled for every two weeks payroll to be in line with the other village employees.   Deputy Clerk will be attending a Clerk’s meeting in Curtis on Thursday, February 21, 2013 leaving at 11:00am.  Village office will be closing at that time. 

 

Unfinished Business:  No report. 

 

New Business: A letter from an attorney was received by the Trenton Fire Department concerning an issue with the CRP burn from April 2011.  Motion made by Frakes with second by McArthur turn issue over to insurance carrier.  Ayes: Frakes, Rundel, McArthur and Poppert.  Nays: None.  Absent: Neely.  Motion carried.

 

Motion by McArthur with second by Poppert to appoint Wendy McKain as Village Clerk/Treasurer. Ayes:  McArthur, Poppert, and Rundel.  Nays: None.  Abstain: Frakes.  Absent: Neely.  Motion carried.

 

Salary of clerk will be reviewed and researched.  Salary will be discussed and determined at March meeting.

 

Motion by McArthur with second by Poppert to remove previous clerk/treasure from banking signature cards. Ayes: Frakes, McArthur, Poppert, and Rundel.  Nays: None.   Absent: Neely.  Motion carried.

 

Motion by Poppert with second by McArthur to send Clerk to Clerk Academy in Columbus on March 20, 21, and 22, 2013.  Ayes: Frakes, McArthur, Poppert, and Rundel.  Nays: None.   Absent: Neely.  Motion carried.

 

Discussion on deputy clerk position was discussed.  Position will be part-time with flexible hours.  An advertisement will be developed and a search will begin.

 

Motion by Frakes with second by McArthur to approve appointment of Dennis McCauley to the Trenton Housing Authority Board. Ayes: Frakes, McArthur, Poppert, and Rundel.  Nays: None.   Absent: Neely.  Motion carried.

 

Discussion on the interlocal agreement with Palisade for trash service.  The interlocal agreement is perpetual and will remain at the same rate for the 2013 year.

 

Chairman Rundel is working on obtaining a Village credit card for employees to utilize during travel. 

 

Correspondence: Thank you received from Christmas Basket personnel for donation to help provide food and gifts for low income families.

 

Motion by McArthur with second by Frakes to approve operating claims. Ayes: Frakes, McArthur, Poppert, and Rundel.  Nays: None.   Absent: Neely.  Motion carried.
